Abstract
Somalia's constitution-making process has become a never-ending and expensive project over the last two decades, increasingly driven by donors who have adopted a technical approach that ignores the political side of constitution making and review. Using desk research on secondary data, the poster examines the key challenges facing the constitution-making process and the prospects of the National Consultative Council (NCC) agreement on constitutional amendment. It concludes that extensive public participation in constitution making plays a positive role in reconciliation.
